那今天我們就根據(jù)WCO《海關(guān)AEO認(rèn)證者指南》和中國(guó)海關(guān)AEO認(rèn)證標(biāo)準(zhǔn)的相關(guān)內(nèi)容來剖析一下什么樣的信息系統(tǒng)能夠真正符合AEO認(rèn)證的要求。

一、WCO《海關(guān)AEO認(rèn)證者指南》提出的信息系統(tǒng)要求

1）Satisfactory system for management of commercial records 符合要求的商業(yè)記錄管理系統(tǒng)

The applicant should maintain an accounting system which is consistent with the generally accepted accounting principles applied in the country where the accounts are held, allows validation-based customs control and maintains a historical record of data that enables the user to trace a piece of data from the moment it enters the data system to the time it leaves .

申請(qǐng)人應(yīng)具備一套記賬系統(tǒng)，該系統(tǒng)與其所在國(guó)家普遍接受的記賬原則一致。系統(tǒng)允許基于認(rèn)證目的海關(guān)控制操作、能夠維護(hù)數(shù)據(jù)的歷史記錄，同時(shí)能夠幫助用戶跟蹤進(jìn)入數(shù)據(jù)系統(tǒng)到離開時(shí)的一段數(shù)據(jù)。

The records kept by the applicant for customs purposes are integrated in the accounting system of the applicant or allow cross checks of information with the accounting system to be made.

海關(guān)認(rèn)證所涉及的數(shù)據(jù)集成到申請(qǐng)人的記賬系統(tǒng)中或者允許與記賬系統(tǒng)交叉核對(duì)。

The applicant allows the customs authority physical access and electronic access (for those kept electronically) to its accounting systems and, where applicable, to its commercial and transport records. The applicant has a logistical system which identifies location of the goods.

申請(qǐng)人允許海關(guān)當(dāng)局采取物理接入和電子接入（對(duì)于那些以電子方式保存的數(shù)據(jù)）形式訪問其記賬系統(tǒng)，必要時(shí)，接入其商業(yè)和運(yùn)輸記錄。申請(qǐng)人需要有一套物流系統(tǒng)來確定貨物的位置。

The applicant has an administrative organization which corresponds to the type and size of business and which is suitable for the management of the flow of goods, and has internal controls capable of preventing, detecting and correcting errors and of preventing and detecting illegal or irregular transactions.

申請(qǐng)人具備與其商業(yè)類型和規(guī)模相適應(yīng)的、適用于商品流管理的組織架構(gòu)，具有能夠預(yù)防、發(fā)現(xiàn)和糾正錯(cuò)誤以及防止和檢測(cè)非法或不正當(dāng)交易的內(nèi)部控制體系。

2）Validators’ Corner – Validation testing techniques for assessing the commercial records criterion 貿(mào)易記錄標(biāo)準(zhǔn)的測(cè)試技術(shù)

To have satisfactory procedures in place for the archiving of its records and information and for protection against the loss of information.

具備符合要求的程序用于歸檔記錄和信息以及防止信息丟失。

To have physical access to the accounting systems and, where applicable to its commercial and transport records, of the applicant.

對(duì)申請(qǐng)人的記賬系統(tǒng)進(jìn)行實(shí)際訪問，必要時(shí)訪問其商業(yè)記錄、運(yùn)輸記錄。

To carry out cross check between the actual operations, the records kept for customs and the accounting system (whether it is integrated or not).

對(duì)海關(guān)事務(wù)記錄和記賬系統(tǒng)執(zhí)行交叉檢查（無論系統(tǒng)是否集成應(yīng)用）。

To make transaction tests and ensure there is an audit trail (cross –referring selected bookkeeping entries to their source in order to confirm their accuracy) in the records.

進(jìn)行交易測(cè)試并且確保在記錄中存在審計(jì)軌跡（交叉引用記賬信息，進(jìn)行溯源，以確認(rèn)其準(zhǔn)確性）。

二、中國(guó)海關(guān)AEO認(rèn)證標(biāo)準(zhǔn)對(duì)信息系統(tǒng)的要求

日前，海關(guān)總署下發(fā)了《海關(guān)認(rèn)證企業(yè)標(biāo)準(zhǔn)》（征求意見稿），近期將形成新的《海關(guān)認(rèn)證企業(yè)標(biāo)準(zhǔn)》并開展培訓(xùn)。

新的AEO認(rèn)證標(biāo)準(zhǔn)（征求意見稿）按照企業(yè)不同類型對(duì)應(yīng)形成1+N認(rèn)證標(biāo)準(zhǔn)。一般認(rèn)證企業(yè)標(biāo)準(zhǔn)和高級(jí)認(rèn)證企業(yè)標(biāo)準(zhǔn)均細(xì)分為通用標(biāo)準(zhǔn)、進(jìn)出口收發(fā)貨人標(biāo)準(zhǔn)、報(bào)關(guān)企業(yè)標(biāo)準(zhǔn)、外綜服企業(yè)標(biāo)準(zhǔn)、跨境電商標(biāo)準(zhǔn)。

對(duì)于不同的企業(yè)類型，《海關(guān)認(rèn)證企業(yè)標(biāo)準(zhǔn)》（征求意見稿）分別提出了信息化系統(tǒng)的要求。

1）對(duì)一般認(rèn)證企業(yè)也提出了信息化系統(tǒng)要求，要求建立真實(shí)、準(zhǔn)確、完整、有效管理的信息系統(tǒng)，實(shí)現(xiàn)有效內(nèi)控管理，具備可記錄、可追溯、可查詢等功能。

2）對(duì)高級(jí)認(rèn)證企業(yè)提出更高的信息化系統(tǒng)要求，除了要求建立真實(shí)、準(zhǔn)確、完整、有效管理的信息系統(tǒng)，實(shí)現(xiàn)有效內(nèi)控管理，具備可記錄、可追溯、可查詢等功能，還要求具備分析、預(yù)警功能。

三、筆者觀點(diǎn)

1）相較于《WCO AEO認(rèn)證者指南》提出的框架性要求，中國(guó)海關(guān)對(duì)信息系統(tǒng)要求更為具體。新的認(rèn)證標(biāo)準(zhǔn)將結(jié)合不同的企業(yè)類型，提出對(duì)信息系統(tǒng)的細(xì)節(jié)要求，強(qiáng)調(diào)貨物流、資金流、信息流一體化管理，涉及進(jìn)出口業(yè)務(wù)分析&預(yù)警、通關(guān)、運(yùn)輸、倉儲(chǔ)物流、結(jié)算&外匯收支、進(jìn)出口稅收以及內(nèi)部控制程序、單證管理、風(fēng)險(xiǎn)管控、貿(mào)易合規(guī)等一系列專業(yè)要求。

2）符合中國(guó)海關(guān)AEO認(rèn)證的信息系統(tǒng)，須具備以下特點(diǎn)：

（1）能夠?qū)崿F(xiàn)進(jìn)出口業(yè)務(wù)的有效集成應(yīng)用，避免數(shù)據(jù)混淆或者錯(cuò)誤。例如：集成企業(yè)ERP基礎(chǔ)數(shù)據(jù)和進(jìn)出口業(yè)務(wù)系統(tǒng)數(shù)據(jù)，進(jìn)出口業(yè)務(wù)系統(tǒng)能夠按照設(shè)定獲取企業(yè)ERP系統(tǒng)中的物料檔案BOM變更采購訂單生產(chǎn)工單銷售訂單商業(yè)伙伴等信息、獲取物料需求計(jì)劃和成品出貨計(jì)劃等。

（2）系統(tǒng)間能夠有效關(guān)聯(lián)和業(yè)務(wù)追溯，不存在信息流轉(zhuǎn)斷點(diǎn)，保證信息流轉(zhuǎn)的有效性、真實(shí)性、一致性。

（3）系統(tǒng)能完備記錄整個(gè)貿(mào)易過程，例如：客戶管理、訂單、生產(chǎn)、業(yè)務(wù)操作、貨物出庫、發(fā)運(yùn)、運(yùn)輸、結(jié)算整個(gè)過程。整個(gè)供應(yīng)鏈過程能夠有效跟蹤，以出口業(yè)務(wù)為例，記錄的關(guān)鍵信息應(yīng)包括：訂艙信息（訂艙單號(hào)）、提單信息（提單號(hào)）、司機(jī)信息（姓名、身份證號(hào)、聯(lián)系方式）、車牌號(hào)、集裝箱號(hào)、通關(guān)信息（報(bào)關(guān)單號(hào)等）、訂單信息、出庫信息（出庫單號(hào)）、付匯信息等。

（4）系統(tǒng)應(yīng)該管理所有進(jìn)出口業(yè)務(wù)類型業(yè)務(wù)，以滿足信息系統(tǒng)“完整”的要求

（5）對(duì)于外綜服、跨境電商企業(yè)，須強(qiáng)化系統(tǒng)商業(yè)伙伴和風(fēng)險(xiǎn)管理功能。

（6）對(duì)于高級(jí)認(rèn)證企業(yè)申請(qǐng)者來講，為實(shí)現(xiàn)分析、預(yù)警功能，須相應(yīng)建立相關(guān)的預(yù)警機(jī)制和數(shù)據(jù)庫支撐體系。

特別說明：

2018年8月，世界海關(guān)組織（WCO）公布了兩份重要文件：《海關(guān)AEO認(rèn)證者指南》（Customs AEO Validator Guide）、《AEO互認(rèn)戰(zhàn)略指南》。

這兩份文件將為AEO認(rèn)證程序以及相互承認(rèn)安排/協(xié)定提供詳細(xì)指導(dǎo)和進(jìn)一步的支持。

更為重要的是，這兩份文件同時(shí)也為廣大涉外企業(yè)實(shí)施AEO認(rèn)證工程提供了相當(dāng)詳細(xì)的參考資料和指導(dǎo)。
